On Wednesday, August 14th, 2024, we joyously celebrated the official ground-breaking of the old Clearfield County Jail, marking the exciting beginning of its vibrant transformation into a stunning restaurant, distillery, and event center!
Jeffrey Rice confidently co-owns the building with his son, Jeremy, and together they have boldly embarked on phase one of their ambitious project, which will feature a stunning two-story addition built from the same magnificent Russell stone as the original structure. Located in the vibrant heart of Clearfield County, “The Rock on The River” is set to captivate both locals and visitors with an exceptional restaurant offering a dynamic and ever-evolving menu that showcases culinary creativity. This exciting venture also includes an event center and the highly anticipated “Doin Time Distillery,” complemented by an inviting restaurant, charming Abnb/Bridal Sweet Chambers, a spacious Event Center, and an engaging Speak Easy, all crafted to deliver unforgettable experiences.
The restaurant passionately beckons you into an electrifying atmosphere that beautifully intertwines the cozy intimacy of indoor nooks full of history with the alluring charm of outdoor patio seating overlooking the West Branch of the Susquhanna River. Inspired by Rice’s bold vision of vibrant landscaping and captivating river views from the patio, this place will truly ignite your senses. In April 2023, this magnificent structure captivated the hearts of many as it made its grand entrance on social media, hailed as “one of the most extraordinary landmarks in central Pennsylvania.” The passionate Rice family soon embraced its legacy, dedicating themselves wholeheartedly to its restoration, breathing new life into every stone and ensuring its story continues to resonate with the community.
Jeffrey Rice has passionately unveiled their vision for “Doing Time,” a mesmerizing distillery and event venue that will host breathtaking weddings, exclusive private parties, and vibrant corporate gatherings. The Rice family is dedicated to bringing the restaurant’s delights to life by mid-2025, while the timeline for the distillery remains an exhilarating mystery waiting to unfold. Site Manager, Toni Frankenfield, is brimming with excitement as she shares this thrilling new addition to the project! “We are creating a Speak Easy! I remember standing in that basement months ago, envisioning how perfect this space would be for a Speak Easy. I was serious, but the guys glanced at me as if I was joking. Little did I know, they listened closely and just recently revealed that we are indeed building one! I have longed for a Speak Easy in Clearfield County for as long as I can remember. Just imagine having it right in the heart of town, in a place that once sheltered those adventurous Moonshining scoundrels! The history encapsulated in this Jail echoes stories from various eras of this town, with Prohibition being the loudest of them all.”

Rich in history since its inception in 1804, this county is home to a magnificent array of historical landmarks, each begging to be explored. But that’s just the beginning – Clearfield County presents an extraordinary experience for nature enthusiasts and shopping aficionados alike. From charming eateries to distinctive shopping havens, there’s a unique adventure for every visitor. The historic county jail, a testament to craftsmanship, was masterfully sculpted by the talented George Thorn of Clearfield in the early 1870s. It stands boldly on the very lands once owned by Hon. William Bigler, at the lower end of Second street, a symbol of our rich heritage. The walls, a stunning blend of white and yellow sandstone, resonate with tales of resilience and endurance, breathing life into history itself. At the front, facing the bustling Second street, proudly rests the sheriff’s residence, while the solemn area for prisoner confinement lingers further back, holding whispers of the past.
The main hall, measuring fourteen feet in width and approximately seventy feet in length, stands as a witness to its rugged past. Rows of cells line both sides of the hall, twelve on each side, harmoniously creating a sense of order and control. The construction cost, as agreed upon in the contract, totaled sixty-eight thousand dollars, a testament to the commitment to justice and security. Yet, the true expense extended beyond, with additional work elevating the total cost. The land itself demanded a significant investment, amounting to seven thousand dollars.
Since its magnificent opening in 1872, the Old Clearfield County Jail has captivated the hearts and souls of both locals and visitors, weaving an enchanting tale of mystery and heritage that echoes through the ages. Over the decades, the Jail has carried many names, yet one unwavering truth endures – The Rock. It fills us with excitement to see this new venture honor its rich legacy, as it unveils The Rock on The River, a heartfelt tribute to its storied past.
